What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?$1,000,000 for lead service line replacements, combining with $500,000 of City funding (Water Capital Improvement Budget) to complete 150 replacements. According to the Environmental Protection Agency (EPA), “an estimated 9.2 million lead service lines (LSLs) serve water to properties in communities across the United States.” Replacement of lead service lines is imperative to the American population because lead, when consumed over time in drinking water, bioaccumulates in the body, causing significant and irreversible health effects. Lead exposure can cause damage to the brain and kidneys, interfering with the production of red blood cells that carry oxygen throughout the body. The EPA, Centers for Disease Control and Prevention (CDC), and countless experts agree that there is no known safe level of lead exposure. Yet, children, toddlers and teenagers in 400,000 schools and childcare facilities are at risk of exposure to lead in their water. Kalamazoo’s youngest and most vulnerable residents - infants and young children - are especially vulnerable to lead because the effects of lead occur at lower exposure rates in children and at a critical time in their development, creating life-long impacts. This funding is imperative to the health of children and youth throughout the City of Kalamazoo, but also to all Kalamazoo residents. As part of the City of Kalamazoo’s comprehensive plan to replace every single lead service line, this funding will serve to eliminate the danger of lead exposure by identifying and replacing lead water service lines within the Vine neighborhood. This project is part of a larger plan to replace all lead water service lines within the City of Kalamazoo. The City’s Public Services Department has had an annual lead replacement program in effect since 1992, however budgetary constraints limited the number of replacements that could occur each year. Until 2016, less than 100 replacements were completed annually, resulting in an estimated timeframe of approximately 100 years for complete removal. More recently, and with additional funding and support like this request, the city has made significant progress in replacing these service lines, replacing over 6,100 lines and galvanizing both financial and community support for this urgent work. Prioritizing lead service line replacement – through your support of this project – will ensure that this timeframe is radically shortened and that all lead water services are replaced in the City of Kalamazoo's water system, providing assurance to Kalamazoo customers that no lead can enter drinking water. The city is committed to providing safe and reliable drinking water to Kalamazoo and its surrounding communities, and this funding will accelerate the progress the city has made in recent years. This grant of $1,000,000 will be combined with $500,000 of funding from the City’s Water Capital Improvement Budget. This funding will allow replacement of an estimated 150 additional lead service lines within the Vine neighborhood, which is approximately 16% of the total residential parcels in the neighborhood. In recent years, material costs have fluctuated significantly, as such we have estimated conservatively at an average $10,000 per line to ensure that the City can complete at least 150 lines; we may be able to use this funding to complete more. The City of Kalamazoo seeks to have 100% of lead water service lines replaced by 2041. This project moves the City closer to achieving that goal.
