6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Puffin Park is a 4‑acre, city‑owned neighborhood park next to Nelson Park and the former Warner Education Center. While Puffin Park once included recreation amenities, those facilities were removed due to age and deterioration. Today, the site consists primarily of open field space, an existing parking lot, and a pedestrian path, providing limited recreational value despite being surrounded by established and new residential development. This project will restore Puffin Park as a functional neighborhood park, ensuring that public infrastructure keeps pace with nearby housing growth and fulfills commitments tied to a recent land conversion and development agreement. They will add a new playground, pavilion, expand/repave the parking lot, update park signage and add new seating/benches. State investment will allow the City to complete the core improvements needed to reopen the park for everyday public use.
