6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
To enhance the East Warren commercial corridor and adjacent neighborhoods through collaboration, community engagement, and equitable development with a goal of 100% business occupancy of East Warren with a diverse mix of walkable, accessible community driven businesses that serve everyone in the community. Services include small business incubation by creating a space to have densified retail space available at a below-market rate intended to bridge the gap for emerging entrepreneurs looking to grow their businesses. Providing technical assistance by providing differentiated support aimed at and building sustainable best practices for small businesses. Fostering community engagement that intentionally work alongside the community at each step of the development process to incorporate the needs and wants of the neighborhood. -Support includes a commercial kitchen space, including two kitchens and a baking area to rent out to local small food-based businesses. -A four-season market shed will allow local 30+ entrepreneurs the space and visibility to grow their businesses with weekly farmers markets. -Creating a densified pop-up retail model to support local entrepreneurs with a space to test the market and grow their businesses. -Businesses will have layers of support provided by the robust business support network to ensure success. -Providing a public space for the community to gather and share resources by leveraging the completion of the streetscape projects.
