6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?

Munising schools currently house their elementary students in a 100+ year old building. The building has serious mold and air issues as it has no working air system but only very outdated boilers. The school has one of the highest incidences of daily student absences, all due to health related issues. Even a short visit to the building makes visitors, students, and staff feel ill. The building also has serious structural deficits inside and out making it increasingly unsafe. Adding on to the newer, high school building is the best solution for the health and safety of the children and faculty. The community has a very significant problem with local millage asks due to an extremely high percentage of out of area retirees moving into various lakeside communities within the school district. This request would cover a little more than half of the costs of such construction/addition and move, requiring the community to still put up a match with local dollars to complete the project.
