This legislatively directed spending item supports the development of a first-of-its-kind entertainment and innovation campus in Detroit, anchored by world-class live production infrastructure, a skilled-trades school for the entertainment economy, and a mixed-use district. The purpose is to position Detroit as a national hub for touring, rehearsal, and creative industry talent. This investment delivers a clear public benefit by strengthening and diversifying Detroit’s economy. While the city’s innovation ecosystem is already strong in mobility and health, the entertainment sector, historically a major economic driver, remains underdeveloped. This project fills that gap, creating new pathways for workforce development through skilled-trades training that directly supports both the entertainment industry and advanced manufacturing. Additionally, the campus will attract touring artists and productions that currently bypass Detroit in favor of cities with stronger infrastructure and incentives, generating increased economic activity for local businesses, hospitality, and tourism. By creating jobs, expanding workforce training, and boosting regional competitiveness, this is an appropriate and strategic use of taxpayer dollars with long-term economic returns.
