6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
In 2024, Vista Maria was awarded a one-time appropriation of $2.0 million to support capital improvements, security enhancements, and upgrades to case management systems. Availability of these funds was delayed as the appropriation progressed through required administrative processes within Michigan Department of Technology, Management and Budget and Michigan Department of Health and Human Services. Once the funds were released, Vista Maria proceeded diligently to implement the planned projects; however, contractor and material availability constraints impeded timely completion. Subsequently, the Legislature’s elimination of work project funding resulted in certain facility and security improvements remaining unfinished, despite the absence of any fault on the part of Vista Maria.
